1969 442: OAI w/Air Conditioning?

Maybe part of the reason for not installing the hood insulation on the 68 H/O? More space for the OAI hoses.

Power brakes are the issue, not the discs.

Below is a pic of how the RH tube looks from the side on my 68 without the RH clamp attached. Again, nothing rubs on the tube that causes any wear - it kind of floats above everything.

Oh, so, rubbing and kinking the hose was OK for the H/O, but not for the lowly W30 442.

That explains it.
I believe yes, that is essentially the case. Especially if the '68 OAI system was added by Demmer as part of the conversion. That would mean that the '69 W32 would would be the first Wmachine that Olds would even consider AC for, for reasons other than the OAI hoses. And the W32 was a midyear introduction with the end in sight for the under-the-bumper system. So it stands to reason that since AC should not be any priority for the Wmachines and would be trouble to fit the W32, it would not be available.
