I would say early to mid 70's, That lettering looks like the lettering they used in their "Doctor Olds" commercials and photos, with the little curve on the s at the end it definitely looks like that. I would say also that probably they are universal but especially marketed for the B bodies as that was sort of an item they would fit as opposed to the smaller Cutlass cars which had more of a muscle car image then. Just my opinion based on memory, no facts to back it.
