The VIN and body tag both indicate that it is a 1970. The hood, grille, front fender trim, and bumpers are all from a 1971. All these parts are bolt-on and someone may have just changed them for looks or during an accident repair. I remember seeing a 1968 Cutlass with a 1969 nose one time. On the other hand, it's also possible that the VIN and body tag have been swapped, which would be a bad thing.

Is that red paint on the hood showing through from underneath? If it looks like the hood is not original to the car, you may have your answer.
