Guess I should clarify. I replaced the booster a while back. Then did some work on the brakes this weekend. The pedal was hanging up, not coming back up. Part of the rust issue from the windshield & cowl leaking. I got the pedal freed up and everything works fine now.

But, I set the clevis on the new booster to the same measurement as the old one. This for some reason put the pedal a little low. ??? Anyway, I was checking in my 66 manual to see if there was a return spring. Manual brakes have one, but on power brakes the booster returns the pedal. But the manual gave measurements for pedal height in the diagrams. Just figured since I was working on it I'd set it to factory spec. That's all. I figure the adjustment might have something to do with full travel of the master cylinder in a failure. ???
