Well, I hate easy-outs but if you've not tried to remove the broken bolts yet I'd give that a shot. Maybe heat them with a torch to break free any rust on the threads. In the long run I think the ideal would be to get the power steering pump secured again. That's my 2 cents, which may be all my opinion is worth on this one! I've broken off exhaust bolts in the past and the worst is the center one that doesn't go through. Many years ago I ruined a head trying to clean out the broken bolt with a torch. I was told "just hit it with the torch and you'll melt and blow out the bolt that's much softer than the cast iron" Obviously I got it tooooo hot!
