Before tearing into the engine I would get a factory fuel pump and install it. When you say Carter fuel pump I'm thinking aftermarket, and if the arm isn't just right it may not be fitting against the cam lobe correctly. A new factory one isn't very expensive and that would be an easy thing to try. My 2 cents worth. John
