Chip, my heads also have a number 23 stamped on them. Once I opened up my Oldsmobile book and looked in the engine ID section I found that your engine is a low compression 394 (8.75:1)
Sorry for the mistake.
The Dynamic 88s came with the 2 barrle carb as standard equipment. The H # L number is the engine identificaiton number indicating what number your engine was on the production line.
