I have no idea what you are referring to. A picture would help. The only valve near the firewall that I can think of is the heater control valve. It is on the passenger side rear corner of the motor. But it doesn't have a cover, or a sleeve. It's a one piece valve that screws into the intake (actually into a plate that bolts to the head, not the intake itself). There is a heater hose that runs to the heater core and a vacuum hose that runs through the firewall to the thermostat on the heater case inside the car. I don't know what other valve there would be.
