I think instead of 36690, it is 3669D which would be a Super 88 sedan.
BW would be the Wilmington, Delaware Fisher Body plant, and 984 means it was the 984th Super 88 sedan body built at that plant.
Trim 81 is for Dark Gray nylon cloth and Light Gray nylon pin striped cloth.
51-60 means a conventional two-tone paint combination of Juneau Gray lower body (51) with a Polar White roof (60). Wheels are most likely red. This is not a Special two-tone paint combination, where the roof color was also carried on the trunk and upper rear quarters. It it was it would have an S in front of the numbers. The Special combinations were not available on 88s until later in the year.
Accessory code K3 was for the Safety Padded Instrument Panel.
